How to build a Sovereign SAVANT-AI Competence Center (ECS) in 12 months

The SAVANT-AI system is not just another application, but a sovereign digital nervous system for corporations. Its effective implementation requires the establishment of an elite Cognitive Center of Excellence (CCoE). The roadmap below defines the process of transforming an organization into a cognitive organism, from a strategic mandate to global intelligence scaling.


Months 1–3: Strategic Mandate and Core Team Assembly (CCoE)

At this stage, it is crucial to clearly embed SAVANT-AI in the company's survival strategy.

  • Board mandate: Appoint a Chief AI Architect with the authority to break down information silos.

  • Inventory and Extraction of the Initial Corpus: Commencement of mass collection of "raw knowledge" from DMS systems and PDF repositories. This is the stage of building the foundation for the so-called Cognitive Knowledge Corpus.

  • Formation of the Core Team (CCoE Core): A group of 6–8 specialists (405B Architect, TEE/Sentinel Engineer, MCP Developer, HitL Coordinators).

  • Silo Audit: Identification of Model Context Protocol (MCP) endpoints for ERP and PLM systems.


Months 3–6: Operational pilot and calibration of the "Core of Truth"

The second quarter is the "Data Refinery" phase — transforming raw information into a structure understandable to the Super Agent.

  • Building the "Golden Dataset": Expert Clusters develop a set of 500-1000 critical "Question-Answer" pairs (Ground Truth) that will be used to rigorously test the accuracy of the system.

  • Appliance Installation: Physical embedding of the system in the air-gap standard (NVIDIA HGX B300).

  • Indexing and Scrubbing: Activation of anonymization and semantic cleaning modules for the data corpus.

  • Calibration Loop (RLHF on-premise): Experts verify the first syntheses, "polishing" the model's substantive weights.


Months 6–9: Formalization of governance and cognitive standards

CCoE transitions to continuous oversight of knowledge appreciation.

  • Continuous Ingestion: Launch of automatic data pipelines that feed new facts from transactional systems into the system in real time.

  • Implementation of the Permissions Matrix: Implementation of RAdAC and MAC models.

  • Elimination of AI Sprawl: Phasing out Shadow AI in favor of sovereign orchestration.

  • Activation of Sentinel Audit: Independent, redundant real-time oversight of AI processes.


Months 9–12: Horizontal scaling (Cognitive Clustering)

Expansion of intelligence across the entire GMLC global structure.

  • Cluster replication: Installation of additional Appliance units and activation of the Federated Insights mechanism.

  • Cognitive Product Catalog: Launch of the Cameleoo interface for 80% of knowledge workers.

  • Knowledge Appreciation: The moment when the system begins to independently identify "gaps in the knowledge base" and asks experts to fill them.


Strategic Note 1: Definition and rigor of RLHF on-premise

The RLHF (Reinforcement Learning from Human Feedback) process implemented in the on-premise model is one of the most important pillars of the "absolute sovereignty" of the SAVANT-AI system:

  1. Digital mentoring: Allows you to "polish" the model's intelligence through direct substantive corrections made by Expert Clusters. The model learns the operational dialect and unique ontology of GMLC.

  2. Intellectual capital protection: All substantive corrections never leave the company's perimeter, which prevents competitors from learning from your know-how.


Strategic Note 2: Building a Cognitive Knowledge Corpus

Developing a training data corpus for the SAVANT-AI system is not a one-time data import, but a process of Fact Engineering:

  1. Semantic Extraction: The system not only "reads" PDF files, but breaks them down into atomic facts, assigning them tags of sovereignty and strategic importance.

  2. Truth Hardening: The CCoE team, together with experts, creates a "Golden Corpus," which serves as a benchmark for Objective Truth. This is what the system uses to learn what is considered an indisputable fact in GMLC.

  3. De-identification: Before any fragment of the corpus reaches the inference layer, it passes through an anonymization filter, protecting personal data in accordance with the GDPR, while maintaining the full technical value of the information.


CRITICAL APPENDIX: Boundary conditions and disclaimers (Strategic Disclaimer)

The implementation of the above roadmap within the strict 12-month deadline is only possible if the following boundary conditions (so-called "Critical Project Dependencies") are met. Failure to comply with them will result in an automatic postponement of deadlines (Day-for-Day delay) and the schedule will be considered non-binding.


Absolute priority and management mandate

  • Condition: The CCoE must be established as a "Strategic Priority." Every administrative process (purchasing, server room access, security approvals) related to SAVANT-AI must have "Fast Track" status with an approval deadline not exceeding 48 hours.

  • Failure to comply: We consider this a resignation from the 12-month schedule.

Availability of Intellectual Capital (HitL)

  • Condition: Experts appointed to Expert Clusters (Subject Matter Experts) must be guaranteed availability of at least 20% of their working time per week (secondment model).

  • Exclusion: The provider (allclouds.pl) is not responsible for substantive errors in the system (hallucinations) if the data corpus has not been validated by the client's experts within the deadlines specified in the "Core Truth" phase.

Integrity and Availability of Sources (MCP Readiness)

  • Condition: The customer guarantees that ERP and PLM systems have active and stable access interfaces (API/DB-Links) compatible with the MCP standard by the 8th week of the project.

  • Exclusion: Responsibility for the cleanliness and quality of data in source systems rests solely with the Customer. The "Fact Engineering" process does not include the repair of erroneous records in ERP/PLM systems.

NVIDIA Blackwell Infrastructure Logistics

  • Condition: Physical delivery of the SAVANT-AI Appliance must take place no later than in the 4th week of the project. Allclouds.pl guarantees the reservation of a production slot with the hardware partner only after payment of the CapEx advance payment in T+0.

  • Exclusion: The supplier is not responsible for delays resulting from global semiconductor shortages or logistical blockages (Force Majeure).

Sovereignty vs. Interoperability

  • Condition: The customer accepts that the "Deep Sovereignty" mode (air-gap isolation) may limit the system's ability to use external AI libraries updated in real time.

  • Disclaimer: Any attempts by the Customer's employees to circumvent network isolation (Shadow AI) will result in the immediate termination of the GMLC data security guarantee provided by allclouds.pl.


Achieving full operational efficiency in 12 months is an ambitious goal which, while maintaining the above resource discipline, will make your organization the undisputed leader of the cognitive economy.
